You might think about keeping the deck stringer all the way to the bow, just lower the height below the gunwales.
That way the stiffness at the bow will not be reduced but you still get the flat deck.
One of the things the stringers do is to stabilize the frames - in this case the #1 frame.

My guess is that what you said will work because the gunwales are large and the width at #1 is more narrow, but it would just be "more" safe with a complete deck stringer.

Of course, who wants to be so safe you completely waste the chance to reduce the weight some?
