We used it on one of my boats. It's lighter and more fragile than WRC, and beefing up the scantlings seems like a good idea. Paulownia is strong enough (if you are careful with the boat), as noted, but I probably won't use it again.
I think it'd make for a very light paddle, though. Perhaps best in conjunction with some other wood if you laminate it.
I don't really remember the source, but it was in short lengths only.
