I still say bow and stern bulkheads. While float bags will work, they can be left at home or not bought in the first place, bulkheads can't be left at home.

While a very inexperienced person once dumped out a kayak might have trouble getting back into the boat in rough water he'll have a much better chance than he would if the boat sunk or did one end did. Rec boats very often do nasty things once full of water and are nearly impossible to empty once filled if there are any waves and their huge cockpit skirts tend to implode easily.

Btw, I live about an hour's drive from Lake Michigan, lots of nice protected bodies of water around here locally. We get a few fatalities every year from people buying rec boats that are just fine in these protected lakes, rivers etc. then they decide to go try the big lake and get into trouble they can't get out of. We have a lot of experience with this.
