That is somewhat similar to the plan Nick has in his book.

What publication date?

My design (nylon bolts) came from a manufacturer, Sisson Kayaks, built Nordkapps amongst others, who had a flat plate held by the toilet seat bolts. The pedals hinged straight on to the plate. Positioning was by how tight the bolts were and I thought this could lead to problems so used the webbing strap, camcleat method. Another manufacturer, Paddling Perfection, had holes in the bar with a sprung loaded pin. The disadvantage was it was incremental rather than "micro" position adjustable.

Also my adjustment was between your legs, just in front of the seat rather than having to reach in to where your feet were. Much easier and getting into a kayak with my system, release the camcleat, get in pushing the pedals forward if necessary, pull back hard on the strap to get the pedals positioned against the feet, close camcleat. No fiddling around before getting into the cockpit as all the northern hemisphere systems required. Admittedly there is one that has leavers coming back to a more accessible position.

Note - a couple of the NZ systems had auto-adjusting rudderlines. Mine most definitely did and Sisson didn't.

These all date back to the early 1990s. My previous system, mid/late 1980s the platform ran between two bars / tracks glued to the bottom of the kayak and again with adjustment near the seat (rope in a jam cleat).
