I tend to agree with your second thought that the epoxy had started to kick when they were applying it (I have experienced a similar problem and I distinctly recall the epoxy was starting to kick but I just had a little work remaining so I used it and that was the area I had the issue.). System 3 is not an epoxy that is likely to blush especially in the short time periods explained.
