"Wrinkling" sounds like what we call orange peel which is usually due to contaminants on the surface - moisture due to humidity, blush, wipe down with dirty cloth, etc. More info on prep and conditions might gives us a better idea of problem. How long was epoxy cured for, to what grit did you sand it to before applying varnish, what did you wipe or wash with, and applying techniques?
