Drips are inevitable. Hit them with a rasp, block plane or sanding block.
Yup.
Also, 'target' the drips - don't just sand blindly. Epoxy is a LOT harder than softwoods like cedar, so work on the epoxy areas then level it all out with a good-sized block as Jay described.
