Yes, great question - why not? I was reading some content on Jacques Mertens' Amateur Boat Building site and he talks about pretty much exactly that. It seems to be for larger hulls, though, and you have to go to the trouble of building out the forms.

Seems like you could take the plans for an S&G boat and cut the parts out of 3/8" 5-lb divynicell foam instead - but if it was as easy as that, everyone would be doing it. I assume you need some additional structure either for the production process, within the finished hull, or both.
