Most rigid core foams are very easy to shape, easier than wood. The semi-flexible foams are somewhat more difficult.

There is a possibility that a thin more dense composite foam might work well, they are considerably more damage resistant than the lighter foams but are heavier and also cost more and can be tricky to buy in small quantities.
