Yes- I would paint with regular Bullseye clear (or "blonde" if you don't buy Bullseye) shellac.

Note that shellac is typically dissolved in alcohol and that some stains are also dissolved in alcohol and as such, applying the stain may dissolve your shellac mask. As Rob mentioned - test, test, test.
