My first plywood boats were all just taped on the seams. I still have one that is thirty five years old and it has survived just fine.
I built a hard chine dinghy back in the late 70s ( GP 14 ) ply on frame, no tape, or glass at all, that is still in use in these parts, but not by me. Quality ply is very tough.
Plywood is intrinsically much stronger than cedar strip. I have no qualms at all about paddling boats that are just taped at the seams.
Ply boats are also easy enough to repair if you do happen to run one into an end of rebar.
The only proviso I would add is that it is not worth taping multi chine boats. You would end up more ore less glassing the entire thing with tape. For multi chine I would just, and have just, used cloth.
Plusses: you will end up with a substantially lighter weight boat.
Minuses: the boat will be slightly less stiff and slightly less impact restant, but considering it is a kayak, I'm not sure the difference is discernible in use. I never noticed it. Hard chine hard shell boats are intrinsically stiff anyway.
Caveat... The sheers will likely be sheer clamped...( ie timber) But it is necessary to ensure that you have definite fillets in the corners of the chines and the keel. You will get a stronger, more reliable join from the tape on the inside.
