John, that's basically my point - that if a designer intends for the bulkhead to hold back water, he might specify it one way, and if his intent is for it to provide structural stability he might specify it a different way. I can imagine that in some boats the designer might want that extra rigidity, for example, while in other boats he (or she) would prefer that the boat be able to "flex" evenly and might not want the rigidity. That's why I'm asking - as I said I'm going to build mine the way Rob specified, but I'm curious about the factors that go into that design decision.

It isn't possible to build a wood-core glass epoxy kayak with 3/16" cedar core between 4-6 oz glass and epoxy, and have it be flexible. You will understand this once you build your kayak.
Also, even a 'thin' bulkhead is quite rigid when it is bonded securely around its circumference. It's one of those 'engineering things.' :-)

At the same time, though, I don't think it's prudent to take a boat into open water relying solely on compartments to provide flotation.

Well, that's your choice, but you are in the (very very small) minority of sea kayakers with that stance.
