Milk bottles, minicel, or bulkheads? Which would be better? I just don't know.

But seriously, your intended activity will determine which to use. If your only a day tripper and have built a nice kayak, it would be prudent to use float bags, or milk bottles and if money is no object then fill the hull up with mincel. If you want to do extended tours then you will need to have bulkheads/hatches with your gear in dry bags in order to stow it all. IMHO, the two most important factors are rolling skills and an accurate weather report.
