You can use pour in place foam, just stuff in a poly bag first then pour the foam into it. Then it can be slid out of the ends to allow everything to dry and provides an extra layer of protection to keep water out of the foam. As mentioned it's not really needed.

Interesting idea. Putting the question of permanent flotation aside, seems to me that if you're ever going to use flotation at all, that there's some advantage to having it custom-shaped to fit your boat rather than just trying to jam some off-the-shelf bag or whatever in there, particularly so if the reason you want the added flotation is because you're loading up with cargo, in which case you want to maximize the room.

Given that - or assuming that, anyway - seems like the easiest time to craft that custom-shaped removable flotation would be before you've attached the deck, particularly if you plan on using expanding foam, so you don't risk blowing your deck off.
