A strip kayak will not sink, but it also will not float high enough to float you in it. If you come out of the boat, the kayak will float at the surface. If you try to climb into the boat, it will be pushed below the surface, so you would not be able to bail it out while seated in the kayak as the coaming would be below the water surface.

Bulkheads and float bags are intended to provide sufficient flotation that you can pump the boat dry. This may be extremely difficult in rough water, but that is the desired goal.

OK sure - this seems very reasonable to me. Most of the time, your boat isn't going to take on any significant amount of water. Sometimes, you might get swamped but your bulkheads will provide sufficient flotation to enable you to bail in place. Rarely, you'll have a severe incident such as a hatch cover failure or hull breach, in which case you can rely on your PFD for buoyancy while you bail out the boat. That seems like a decent level of prudence - requiring sufficient flotation to avoid the rare case would be overkill, unless of course you're out in cold water where floating while you bail wouldn't be possible - then you'd want to take additional precautions.
