Mick, thank you for the references. I did simplify my description a little bit when I described three cones. I wrote a parametric hull generator program to quickly test many different designs and there are very few situations where you get exactly three cone tips, so the developments are multi-conic as your references describe, but they are arrived at differently. Even though there are not exactly three cone tips, you will see three "clusters" where a lot of ruling lines are close to each other, similar to what you would see in image processing in a Hough transformation space. That's why I described it as approximately three cones, even though technically, the ruling lines correspond to multiple cones.
My problem is not so much creating developable surfaces, it is more that the developable surfaces appear to me to have too much curvature to be buildable, and quite different hydrostatic properties compared to an SOF kayak built with the same lines. I am trying to figure out some design criteria specific to thin plywood of how much you can relax the strict developability requirement.
The article you linked has an interesting rule of thumb for ruling line density, where the author says "I would tend to try to stay under 3% belly". I may incorporate such a criterion to sample the curves with fewer points. Right now, I am subdividing all rulings until the shape does not move below a certain threshold, but that generates a lot of points where they are not required.
