Actually I never understood that or why cold climate areas of US have basements?

Basements/cellars evolved due to frost. With modern, rigid building construction you need have the foundation down below the limit of frost (usually four to five feet). Builders figured you might as well dig a little extra and get some usable space (traditionally used for cold storage: root vegetables, grains, etc.).

In warm climates with no frost you can get away with just pouring a concrete slab on the ground.

You don't see a lot of basements in Northern Alaska for similar reasons as the South (What?! Stay with me here.). In the very high latitudes they often build right on top of the permafrost. There's no differential heaving or settling as it's constantly frozen. Unfortunately that's no longer the case in lower latitudes as the permafrost is melting. Construction of new buildings and other infrastructure (like roads) are having to adapt.
