Lots of great suggestions with terrific detail. One more thought, for what it's worth - in reading Mike's post in particular it strikes me that "design a kayak" and "build a kayak" are really two different projects - your daughter may wish to consider choosing one or the other.
I have the impression from your description that she wouldn't want to just buy a kit and build it - she wants to bring some element of original research into this project, correct?
Seems to me she could accomplish that through just a design project - come up with an original design based on research, and then build and test a scale model to evaluate suitability (or, perhaps, compare and contrast two or more designs).
Alternatively, she could start with a "known good" design, and test various approaches to construction - maybe build sample sections to evaluate different techniques at each stage, ending up with a complete kayak and the information on why she chose each approach.
If my 8th grader pulled off either of those successfully I'd be very impressed :-)
