There are many things you could do to make the strips better, and adding wood is always an option, but 5 minutes with a plane will make this problem go away. Plane off the high spots.

You will end up with a slightly thin spot in the wood, but you will have extra glass over the keel line and it will be plenty strong enough. You appear to have 1/4" thick strips, you have more material you than you need to create a strong kayak. It is ok to sculpt some wood away.

The shape may become a little asymmetrical, but not in a way that is sufficient to worry about and neither adding wood nor moving the strips will guarantee perfect symmetry. We aren't making fighter jets.

The mistake you have there is common. It is not unusual that novice builders have a few strips that aren't exactly where they really wanted them to be. Using a plane to make a smooth, fair surface from less-than-perfect wood work is perfectly acceptable and will not detract from the quality of the finished result any more than any other reasonable method of dealing with it.
