What has happened is the epoxy and glass cloth has separated from the wood.The bond has been broken. Since it is small area and not structurally critical,you could get away with just cutting away the delaminated fiberglass with a razor, lightly sanding the area and applying resin to level the surface. It will not show up after the fill coats and sanding.
