I was thinking nylon over stainless as well - but the webbing loop is interesting too. Does it need a grommet or something to prevent fraying around the bolt?

You shouldn't need a grommet. I melt the holes in the webbing with a nail heated by a torch. The fibers on the edge of the hole are melted together.

For the perimeter lines, why avoid the cockpit area? Is there a functional / safety concern like getting hung up on them during an exit?

Most commercial kayaks don't have them in the cockpit area for a few reasons. Like John said, on the water your paddle may hit them during your forward stroke. You also don't really need them in that area as you have the cockpit rim to grab.
