Well, two pieces of anecdotal evidence here:
1) I bought pkgs of clear plastic [for markup] cups [20s, I think - from a grocey chain] where massive fisheyes were eliminated after I started washing them. I shudder to think of all the little kids at birthday parties who could be drinking out of those.
2) I bought sealed empty 10cc syringes where fisheyes were eliminated after washing out the insides of them with soapy water. It is too much for me to even contemplate what that means, but I wash them out now.

these are just anecdotes - it could have been one time occurences, where a simply soapy washes may have made a difference that one time.
