The top layer on the deck that is peeling is most likely varnish. You will be able to brush and scrape it off fairly easily if it is peeling. There is probably epoxy under it sealing the plywood. That may still be quite sound.
It is probable that only the seams were glassed on the hull, with tape.
A photo would help, but the easiest option is probably to scrape and sand the boat down until you get all the loose stuff off, and give it a coat of marine paint.
Unless the inside needs work too, it is only a couple of days work.
