Thanks for bringing your question here. Fix-it-up projects have a lot of appeal for folks like us that like to keep things out of the landfill!
Those links don't take me to pictures- they lead to a request to 'sign in to your Google account'.
I don't know if there is some easy way to make those pictures accessible, or perhaps others aren't having the same problem.
I'm in the camp that says : "Scrape/wire brush/sand off the loose stuff and repaint" vs "add glass and epoxy all over".
Adding glass will increase the weight and mean quite a bit of expense. As Alex said, you will be fine for years with a re-paint job.
If you find that kayak fun, you may end up building something different later. Save your money for that, or take the $$ that glass and epoxy would cost and buy a better paddle, or a decent PFD, or sprayskirt, or take some lessons, or.....you get the idea.
But there are lots of ways to approach it. Without seeing pics, it's sounds like a CLC boat which wasn't meant to be fully glassed anyway, as already mentioned.
Does it have bulkheads and hatches or is the inside 'fully open from end to end' ?
