Strip: Petrel play build

Before ordering plans for the petrel play I am watching Nick's build video and I am having difficulty understanding the step where he cuts across a strip at an angle at the point of the chine. It seems like at this point is the only time he did not attach a strip that spread the length of the boat - if anyone has built petrel play and can help me understand this step I would greatly appreciate it!
