Turns out my local yard does have Western Red Cedar. It is 5/4 x 6 rough at 16+ feet long.

So, am I better off planing to 3/4 and cutting 3/16" strips, or ripping to 3/4 strips, rotating, and cutting 3/16" strips from there?

If it's 5/4 and 'no extremely rough', you will waste a fair bit by planing down to 3/4" - not a big deal if the price is right and you can use those cedar shavings for mulch (or hamster cage?).

I agree with Bob:

I'd say it depends on the grain orientation of the board and the end result that you're looking for. (i.e., flat sawn vs quarter sawn)

Once you look at your boards, you may even decide that some need sawing each way to get all your strips looking similar.

All this assumes you will be finishing your boat with a clear finish, so you will be glad later if you take the time to keep sawn strips in order and in 'board bundles' as they come off the saw.

If you end up with some very light or very dark strips you can re-saw them to narrow widths to use as accent stripes. (Or pick up a basswood board for that purpose).
