Level is nice, since it's easy to judge shapes when it's on a level surface, but agreed certainly not required. What's nice to have most certainly isn't what's required, by any means.

It would be nice to have a full commercial wood working shop, but a strip built boat can be built with nothing more than a hand saw and a good sharp knife and maybe a few clamps.
