You can get the wide pad eyes at boating stores. They are used for battery straps also caried at RV places.

I used bungee from the back of my backbands. I usually epoxy in a block of wood under the back deck so I can screw in for the pad eye. I too use slots in my cheek plates for the straps. Mine are not floating but from deck to floor.
