I can't suggest much more than David and Rich already have. Another option is to put a shock cord clip on the end of the bungie and hook it to the deck bungies outside the cockpit.

The $21 Harmony cockpit covers that Dale bought are pretty good quality.

If you have more time than money, though, you can probably build your own for $5-6.

I don't have a cockpit cover, myself. Montana doesn't get that much rain (seen the fires on the news?!) I might get one to put on the kayak overnight while kayak camping.

Hey, how about a cockpit cover with 1/8" vinyl-coated aircraft cable instead of a bungie--you could fill the cockpit with your sprayskirt, PFD, wetsuit, drysuit, aqua socks, take-apart paddle, neoprene booties, neoprene gloves, paddling jacket, dive mask, sponge, pump, paddlefloat, helmet, and camelback; and lock it all safely under the cockpit cover.
