I really do appreciate the responses to my question. There does seem to be a range of opinion of the best way to attach the bulkheads.

I have a Cirrus SLT S&G kit awaiting building for my son and based on one of the suggestions, I looked at the instructions and at Vaclav's site and clearly saw where he recommends using marine silicon to attach the bulkheads. I also looked again at the instructions Joe Greenly provided with my Redfish kit and they call for thickened epoxy filet followed with glass tape. I also looked at other on-line sources and got a similar variety of approaches.

So, this morning about 5:00am when I was having coffee and staring at my boat trying to decide what to do. I saw my jugs of epoxy and fillers sitting on my workbench and knowing I would have to buy proper marine silicone as I didn't have any on hand, I mixed up some goo and glued the bulkheads in place. I'll follow up with some glass tonite. So, it's done and I suspect it will work just fine. I may use the marine silicon approach on my Cirrus SLT just to see the difference.
