Question? Are you using the custom paddle park that Joe Greenley sells for his boats? If so, here's how Joe instructs installing (I put one on a Spring Run I build a couple of years ago.) You place the paddle park on the glassed deck in the location you want it in and trace the outline to the deck. Then, you cut a hole in the deck about 1/8" inside the tracing. Using the paddle park as a guide, test fit and file/sand the deck opening until the paddle park snugly fits into the hole with the topside of the paddlepark at the desired depth. Using thickened epoxy, glue the edges of the paddle park to the deck. After the epoxy cures, use a ROS with 80 grit paper to level the protruding paddle park with the inside of the deck. Then, glass the inside of the deck with a 6-8" rounded piece of 6oz cloth. After the cloth cures, mix us some additonal thickened epoxy and completely fill the seam between the top of the deck and the paddle park. Next, sand the paddlepark to a finish condition and paint on a couple of layers of epoxy using a foam brush. Then, finish sand with 120 grit and varnish when you varnish the boat.

This sounds quite involved but it works just fine. My paddle park is solid as a rock and appears to rise out of the deck.....

When I built my Spring Run, Joe Greenley sent me instructions with pics attached to an e-mail.. You might ask him for a copy....
