Let the outer stems hang over the ends of the inner stems as well as extend a couple of inches past the inner stems toward the middle of the boat.. You will trim them both to fit when you install.

I just installed an outer bow stem yesterday on a Joe Greenly Spring Run I'm building so it's fresh in my mind....
