Mike: Fellow Canadian here (Newfoundland) I've been using Elmer's Waterproof Glue (Type II tested) with great success on my laminated Greenland Paddles for a couple of years now. No creep. No glue failure. It's a PVA glue it it's easy to work with too. I usually buy it at Home Depot. I can't seem to find it in the Elmer product listing online so I'm not sure if it's been renamed. This is NOT the polyurethane glue.

I've never seen Titebond on the shelves here either.
