Andrew: I know this is too late and was probably not the problem in your case but I find that, invariably, very thin coats of epoxy take much longer to cure than thicker ones - and especially at lower temps like you have. I just put a very thin skim coat on my boat and it took about 36 hrs before it dried enough to sand (it was accelerated when I cranked the heat up to 23 c). This has happened several times on this project whenever I put on thin coats. It's the opposite of when you have a thick coat or if you have a lot of epoxy mixed up in the container - both will cure faster.

The moral of the story is give thin coats a longer chance to dry - AND - keep track of your counting.
