You have to suspend the idea that the frame is actually the same shape as the hull. It's not. It just holds the stringers which in turn determine the shape of the hull/deck. As said above, the gap allows for less chance of abrasion of the skin on the frame - which is why you also have the curvatures in the frames between stringers.
