You should place your stringers so that the fabric will take the (hull) shape that you desire, without hitting the frames. Trial place them, then stretch a T shirt or something over one side of the frame and see how it lays. Generally speaking for a boat that size, you'll need a couple of stringers to delineate the turn of the bilge, and intermediaries between them and the gunwale and keel.
You may have to indent the frames between the stringers (below the waterline) to keep water pressure from pushing the fabric into the frames. This will depend, of course, on the amount of space between your stringers.
